well one it's a unique facility and two it is the Head Quaters for the Centerpoint faction (Togan correct me if I'm wrong).

Indeed, it's a unique station and is Centrepoint's HQ ... and since CSS has no way of forcing unwanted passengers off the station, it stays closed until such a way is implemented.
