Darek Xearz	The rules page states that the forumla to calculate ER is: ER = Jobs/(Flats + 0.1) So for a planet with 100 jobs and 100 flats the ER would be: 100/(100+0.1) = 100/100.01 = 0.9999 I'm asking because the +0.1 seems a bit weird in that formula, as it hardly has any effect considering the large number of flats in the average city.
