I have a question: does this bug - which caused released NPCs couldn't be added to the party - still exists? Or released NPCs are able to be 'handled' as any other ones (added,moved,assigned to build,mine etc.)?

I haven't heard that reported recently, at least, but you may want to search the bug base to see if any developers commented on the issue.
