Jaret Byar	Sector Elrood is controlled by the GE. If a planet in this sector is controlled by "Ship Faction A", can members of the ship faction arrest on this planet or only GE members can arrest there? If "Paramilitary Faction A" is controlling a planet in Elrood, can members of this faction arrest on the surface of this planet or only GE members can? ____________ Mandalorian veteran of a Kuati technocratic bloodline.

Kirit Hin`Kirl	Only government type factions have the right to arrest and execute people. If a non government faction controls an entity, then A/E privs go to the first government faction in line. (planet, system, sector, galactic gov)

Grevendar Togl	indeed. That rule is very badly epaixned but quite simple. You can only arrest on a planet if the faction controlling it is a government. Otherwise the system or sector goverment get the power.
