There are vehicle rental NPCs in the major starting cities. There are no real ship rental NPCs; you just need to join a faction to have one assigned, or find a player willing to rent one out to you. You might check the Classifieds' services area for this as people post ship rental offers from time to time, though in that case, you typically need to reach them yourself.
