You need to host the image online somewhere, such as Petridish, PhotoBucket or ImageShack. Then take the URL of the image, and put it within the HTML code that appears right on the "Start new topic" or "Reply to message" forum page.

But instead of { and }, use the lesser-than and greater-than tags.
