I hope this is the proper place to post this, if not move or simply delete please.

So the GNS says:
“ Bringing news to 334,960,879,397 beings around the galaxy. Brought to you by Hapes Consortium, the ruler of the galaxy. ”


My question is about the numbers, is that number is the population of what, it can`t be the galaxies population because the Consortium has the population like that. So I think the number is wrong or the sentence is missunderstandable.
Explain to me please.

Or alternatively it's only using the population of said government, for some reason..
