I happened to arrest a number of builder NPCs and left the scene without moving them away. When I returned the owner of the NPCs had moved them into his freighter. I'm pretty sure that this shouldn't be possible, so what should I do? Bug base it? And what info would be needed?

For you to move them, you need to add them to your party.

Probably the owner shouldn't be able to add them to his. Yes, you should bugbase it, even if we are wrong about that.

About info ... just tell what happened. If they ask you more questions, you will get the notes in your e-mail and you answer them.
