Are you sure that they are near your location? You can only scan ships that are at your current location or within sensor range.

everything on the map is within sensor range i have satelites all around, and i even tried scanning when in the same square as the other ships

What do you see in the frame where the ships would normally display upon scanning? I assume you have scanned successfully in the past?

Now i am able to scan but not more than 80-90 ships i am in a square with 200+ ships and unbale to see any on the scanner, I see they are there but i cant see them in the scanner, where they should appeear on scanner it just reamins blank.
