-Fixed bug preventing to use the full speed of vehicles outside of cities.

Said a Sim New recently.But i tested it on a S-Swoop and nothing really changed - my speed didnt exceed the mark of 200 anywhere...Perhaps it is because the speeder is rented?

Has anyone noticed the change or is it only my problem?

I have tested this on dev server and you are correct; it is still limiting the speed to 200 outside of cities. I have reopened the bug in the bug base so it will receive attention.
