I have two questions regarding custom items:

1. Can they be made over to other individuals after I purchase them?

2. Where do they spawn? If I'm inside a container will they show up on the floor or do I need to be on a planet surface?

They show up on the ground right where you are standing, once they are accepted. Yes, you can make them over once you make them.
