In the rules, It says that if you hire an NPC on a homeworld, it is most likely to buy the native race. But, I did not see anything saying the probability of hiring a NPC on a station. Would the race of the NPC be random, or the race that is native in the system? please let me know.

To my knowledge it is random unless you are standing directly on the homeworld. Elsewhere in the system doesn't count.
