Is the max passengers the # of people who can ride init or the # of people who ride but don't drive, and can an A-24 Sleuth carry a Koro-2 Airspeeder?

It's the max number of people who can ride in it, and no, a ship must have a Hangar Bay to carry a vehicle, or a Docking Bay to carry a ship.

Maximum number of people is the total of everybody including the driver.

And sleuths cant really carry anything at all cargo wise.

It is not currently possible to deactivate droids once they have been activated (although I understand they are initially deactivated when first produced).

When droid functionality is worked on, it should be possible to deactivate them. Droid functionality is likely to follow Item and/or NPC functionality, both of which are currently being worked on.
