Amp Thane	If I find a planet that shows no one owns it, and I meet all of the other conditions, can I (as an individual, not a faction) build my own city? The conditions mentions a 'faction privilege' condition, so I wasn't sure. ____________ Light speed is too slow! We're going to have to go right to...Ludicrous speed.
