I joined the rebel alliance faction and it says to sign up at the forums but i dont know what forums they are talking about and how to sing up in it

If you don't know what your faction is talking about it's generally best to ask them. However by visiting their site and clicking on the "Forums" link I can see that the forums are here:

http://www.new-republic.org/forum/index.php

And to register you click the "Register" link near the top right and follow it's instructions.
