The NPC transport section of the rules does not specifically address the question he asked.
I would think that the created transport would follow the same rules as any other ship in regards to visibility in atmosphere, orbit, and ground. The only difference being that they will not STAY in those areas for long, as once they are hired, your party is moved onto the ship automatically, and then travel begins.
I could be wrong, so perhaps a moderator can give you a better answer.
"Any character entering a Starport is able to access, from the docking bay, a list of possible destinations and the corresponding price and estimated travel time. Upon choosing the destination, a StarSpeeder 3000 shuttle is created at that point the character and any party members are immediately moved onboard, and the full travel begins. Upon arrival, the character and associated party members are moved into the spaceport and the shuttle is no longer available for use.
For starters, that tells you it's at the character's location.
Then here, from "3: Technicalities."
"The ships used for the transport services are the well-known StarSpeeder 3000 freighter. Each time a travel is initiated, a new ship is spawned several fixed attributes:
* A droid pilot onboard.
* The ship owner is set to NPC (none).
* The ship name either "Star Tours" if the Starport is NPC-owned or "[XX] Star Tours" if the Starport is owned by a transportation faction. XX is the faction acronym.
Once the travel is completed and all passengers are disembarked, the StarSpeeder 3000 is destroyed and removed from the game.."
Both of what I have shown you answers the question as much as possible. From reading the rules, it at least appears on the ground at it's source and destination location (at the destination providing people have not disembarked yet, as after passengers get off, it is removed from the game).
As for Atmosphere and Orbit, I don't know, but I'd assume it could be seen.
The ship is actually created. The ship actually travels. The ship is theoretically possible to pull out of hyper using gravity wells. I don't see why it would not be visible at all appropriate levels of the normal journey.
But I have not tested it, nor am I aware of it being tested.
