Ok, I think I know the answer, but would like to verify.
Are the effects of NPC skills limited to the type of NPC they are? For instance, would only a medic NPC be able to use the medical skill, at least at this time.
It would be nice if my brawlers could learn to be medics also.

If that is the case, then why exactly are they listed like that? If leveling the npc has nothing to do with leveling their skills, then why would you bother to level the npc in the first place? And how exactly would you level the NPC's skills?
The skills on the NPC pages are their class skills. NPCs are created as a lvl 1/2/3 class level NPC, at which time they get the listed skills (modified by any racial skill bonuses, but that's not really important now). These have nothing to do with actual character levels, they all start at lvl 1 as normal.
What point is there in leveling your NPCs at this time? Little to no point.
How do you level NPCs? Walking them around works for all types. Builders/workers/dirt haulers get experience by doing their job. Probably some other types as well, I don't use them so I wouldn't know.

When I first started herein, and not that long ago, Ranger 1 told me the only stupid question is the one you failed to ask so here is a very good question.
Preface: I just bought my first NPC, sort of a starter deal. It's a military type. When I click on the skills section of my Manage NPC page I see a block for description and biography. I can't find a way into those to type anything so... Is that perhaps something only usable on a custom NPC or am I just missing something?
