The chance that someone logs into SWC from the same public computer as you is roughly 0.0000675%. So as long as you're careful with security - always logging in and out and not giving away password information, you should be fine. If by chance some other accounts logs into SWC using the same IP, you should be warned and given enough time to find out who this was.
How would I find someone using the same IP without hanging around the library watching the same computer for a week or so? I think I'll just use a friend's computer. Can I change my character's associated IP when I get my own internet access?
I don't know, I just submitted another request. I'm using a classroom computer. Maybe that'll increase the chance of no one using it. Will I encounter any problems if I've been denied and tried again without waiting a few days or something?

For clarification sake, did you receive notice that their are several handles associated with the IP you are using? And does JC Library mean Job Corp Library? If the answer to both is yes, then definitely send the e-mail, since that would mean you very likely could be accessing from the same IP address, even if from different computers. Your gateway address would still be the same.
