Guys there a could of moons and gas giants out there with 1 inhabitant is there a way to have more population?

Would building cities(not just a slab, but facilities and everything) solve that problem?

Those planets have 1 population because someone has come along and placed a city, personal residence, and power generator so that their faction may control the planet, and nobody else may build on it.

Building more facilities would, of course, solve the "problem."
