Bummer :( I'm sorry -- I must have missed that paragraph. I'll post a suggestion on making that "Not Available" be a hyper-link to it.
Could I implore the Administration to spawn some in Seattle on Gorgoth? It's the starting city for my faction, and when I started there it was very bleak, like a ghost-town :( I am planning to ship some NPCs there to cheer things up for novice players, but these "special" ones would be even better!
Well, if I ask here, my question and the reply is visible for all future SW:Combine players, new and experienced alike. They can benefit from my experience, or evidently lack thereof.
As to the request being denied -- I'm not sure I understand why? I am only trying to make the first few days of the game, while they are waiting to be picked up, more interesting to new players -- surely this is a goal to be supported?
Am I missing some kind of exploit or meta-game aspect?
The NPCs in question all have very specific purposes. They are usually spawned in NPC cities on race home planets or NPC facilities to ensure the proper function of those facilities.
If your faction controls such a race homeworld, it might be possible to have those NPCs (and their according facilities) placed in a city of that planet, however those NPCs and facilities will remain NPC-owned.
If your faction's starting location is on any other planet, then there's no need to provide those NPCs, since your faction is supposed to provide the services otherwise attached to those NPCs.
