A faction member told me that they were implemented and that they could pick up ships from space and stow it onto their ships. Is that true ? I check the sim news regularly and I don't ever remember seeing that.

Tractor beams do indeed work, and have for a while now. But they only work on your own ships, so you can't just go around stealing anything you see.
