1. how do you know if you are force sensitive?
2. if you are not, how can you become a jedi or sith?
3. can you be a jedi or sith and be part of the galactic empire or the rebel alliance?

When you have a minute you should read the force rule page, I included the link below.

1) To see if you are Force Sensitive you need to get force tested by a force user.

2) if you are not at first (which is likely for all of us) then "When you go up through levels, you will get more chances to become Force-sensitive. On levels 6, 11, 16, etc., you will get a chance to get the Force based on your Race Force Probability." There is an equasion at the second link location that is used.

3) Yes. Although a Jedi in the Impire or Sith in the Rebel Alliance probably won't last long.

As the force is rare and uncommon plan and live your life as if you are not Force Sensitive and enjoy your life in the Combine.
