Dret Ream	If a person were to own a city, and they are part of a Mercenary faction instead of a Government faction, they freely have the right to arrest anyone in their territory? Or is that only reserved for Government factions? Also, if someone were in someone's ship. Is a party aside from the owner of the ship allowed to arrest the owner? Hal Breden	Territory only counts for Government-type factions. So you find the lowest level of control that's a Government faction, and that's who has jurisdiction.
