I am awaiting respawn. My new character name has already been aproved. Whilst waitint for my respawn, am I able to begin creating my character, and if so then how?

No. You must wait until you can spawn in order to create your character - assign him skill points etc. :).

It will allow you to play around with the character creation and experiment on what you want your new character skills to be. Then when your 3 week wait is over you can recreate straight away!
