If I'm on a home world of a race, say... Wookies for example, and you hire an NPC
on that planet, you have a good chance of getting a Wookie, correct?

My question is If I'm near the Wookie home world and I hire an NPC, is the chance of getting a Wookie still greater than if I had hired an NPC on the other side of
the galaxy from the home world?

No, just as much chance as any other random world.

At one time they were going to implement a proximity based system like that, but it looks like that fell though.
