Let's me make a short introduction of my point of view, then state a situation and finally ask few questions (to the admins).
First of, i personally see no problem to have player plotting, and setting goals for their character, in time to fight some faction, government and what not their character do not like.
And also approve peoples who tend to bring - good - IC content in any form at side to the game mechanics.
The actual situation is as following, recently, a fresh made character joined our rank as a rookie, were assigned a ship to perform his task.
Few month later, after a pathetic attempt of a supposed revolutionary shouting on our IRC faction public room (wrote in capitals) and when everyone was sleeping, the ship he was flying ended his last trip in a sun.
I won't enter in detail, even if i am particularly sad of this historic loss (this ship was a long time asset of our faction and many pilot flew it and let their print over it)/
Now, once dead, the same individual came back over IRC (and was promptly banned as he deserved). But managed to open a fake channel and discussed with some of our members.
My main concern here was he once again threatening us involving a larger plot with more people linked.
So here my questions, or wonders: Does people constantly recreating new characters in the sole purpose of harming again and again the same faction or group are not quite OOC with a poor IC faked story?
There's no way for a faction to monitor every character entering, except if we do not let anyone entering. 5Yes we could do that for months).
Plus if people are not supposed to share the assets they have in a previous character, that should be the case for the grief as well, no?
Bonus note: Now, since i am here to report (finally) this matter, i would also in my best wishes see at least the asset loss given back.
However, comments, critics are welcome even if i am more expecting an admin point of view.

Nothing explicitly forbids it, just as nothing forbids factions from arresting, expelling, or denying employment to characters for OOC reasons. This is not something that can be policed effectively. If you feel it has become a serious issue of harassment you can report it to the assistants, but unless the situation is exceptional in some regard, most likely nothing will come of it.
You first join the game thinking "I want to be a stormtrooper oppressing rebels" or "I want to be a rebel hurting the Empire". By your second or third creation, maybe you're thinking "I want to be a ninja hurting the Falleen Federation" or "I want to be a Hapan suicide bomber" -- what's the difference? People create their characters specifically to target groups they think would be fun to target.
As long as you're not recreating to go hunt down the person who killed your last character, I'd say there's 0% wrong with creating in order to be anti-Eidola, or whatever.
I see no problem, except that's a bit poor background story. Well there's always some people subtle able to use such way.
My point is, if you read what i wrote, that this guy claimed to be part of an organization in the only goal to, basically, destroy or at least harm us.
Fine, with that, now if i judge by the event, this guy only created a character to simply sun one of our asset, and according to his last words, thats certainly not the last time.
So sure or we close our program of recruitment, or there's SWC administration about such abuse.
At least that's my opinion.

We don't forbid people from having poor background stories. I've seen far worse where that's concerned.
He can keep trying to join the faction, and the faction can keep refusing him entry, or the faction can improve security to new members can't effectively harm them, making his three weeks between each recreation a massive waste of time.
If you feel you've got a strong enough case that this does violate some rule, I've already told you how to report it. Otherwise, there's nothing left to discuss.
