No you will need to join the faction of the target or the governement which rules the place were your target his.
There's some subtle trick involved as for capital ship etc, but guess everything is stated in the rules.

I just read the rules page and nowhere does it state that you have to be in a faction. Though it talks about only being able to A/E in your factions territory etc.
The rules cover all the possible A/E scenarios in terms of which faction type can arrest where, but it doesn't hurt to clarify the conditions list and add something like "Freelancers cannot arrest/execute. Someone wishing to do so must have the proper privileges within the faction for which they are arresting."
Make a note in Rules Update forum and I'll take care of it when I get my regular computer set up in about a week, if no one's done it by then.
sorry for bringing up an old topic, but I checked out the A/E forum, but I didn't see what happens to their credits. could someone tell me what happens to the credits?
