While faction are allowed to submit classfields and post in the "position vacant" forum, individuals and non faction groups are just restricted to the classfiled.
What is/are the reason(s) of this state?

Nobody cares what the classifieds say, but non-faction posts in the Positions Vacant forum got stupid and ridiculous?
The restrictions on the forum are usually due to the moderator, and precedence/history within the forum. I'm not aware of much monitoring of the classifieds beyond Syn clearing out old posts (feel free to correct me).

Alright, i though there was some IC reason behind the scene.
And i actually think that maybe seeing position vacant as the advertisement page in a newspaper and the classfield, more as an individual stuff at the end on the same newspaper, but this start to flirt with a suggestion content.
What Hal(at least this is my interpretation of his meaning) was saying had to do with the amount of idiotic freelance postings that were made by people that really didn't have anything to offer. As far as the classifieds go, Syn does moderate the classifieds but I have found that if a post is in the wrong place or inappropriate, it's up to us to report it. That's not saying that Syn doesn't pay attention to the classifieds, but they are not as up front in everyone's mind like the forums are.

What you mean by "didn't have anything to offer"? There are many freelance groups which are great roleplay community and there are many rich faction which just sucks and only thing they have to offer is money just to keep members count high. So, how do you judge if someone have something to offer or not? I personally think that group don't become cool just because they are faction.

Did I say that "All Freelancers Suck!" ? No I didn't. Don't try to put words in my mouth when all I was doing was trying to help Mr. Ohr understand what I thought Hal was saying. I tend to use freelancers for most all of my transport needs and have several people that I'm friends with that freelance. Actually read the post next time and don't just attack because you think you know what's being said.
There were a string of posts by new players detailing their great new faction that they were going to make... as soon as they got 9 more people and about 100 million in assets/credits to be able to afford a faction.
While there are some freelancers who do their thing and form small (and even not-so-small) groups effectively and profitably, experience has shown that opening the Positions Vacant up to all posters significantly lowers the quality of postings that are observed.
I'm also not sure how the classifieds work (I simply don't use them) but you must all be aware that the forum displays only a certain number of post titles, pushing others to the second page. With the strategy of edit-bumping Positions Vacant threads, combined JUST with the number of factions that post there, there are more than 1 page worth. If you allow everyone to post, you'd be pushing viable advertisements off the first page in favour of those with big dreams and no chance of achieving them.

If by "there" you mean the classifieds, then yes. Anybody can post virtually anything, because few people seem to care what the classifieds say, or take them particularly seriously. I believe that has a beneficial effect, since it allows an outlet for people and therefore lowers the number of "illegal" threads in the Positions Vacant forum, and prevents whining that there's nowhere for them to post about their über-cool super NFG idea that's going to be a faction real soon, when they get enough money to not be dirt-poor!

WvI is the moderator for Positions Vacant, so if you feel that non-faction entities should be permitted to keep a thread open in that forum, you may wish to discuss it with him. No guarantees, since it can definitely get messy.
The Classifieds will continue to allow non-faction postings within reason. Someone trying to "hire" a jedi to force test him isn't considered within reason, for example.
And Sardris is correct that maintaining the Classifieds isn't really high priority. I try to go through all recent posting every few weeks, unless something specific is reported between reviews. The forums receive much more serious consideration because there's a lot more interaction there, and moderation is more immediately required when two parties have the ability to argue back and forth.
Perhaps it makes more sense to restrict Factions from posting on the classifieds. They have their own forum, which is far more visible and frequented. People (non-faction) looking to hire someone have only the classifieds to work with, and their message gets overrun by faction posts within a couple hours.
Except the game is about factions primarily, so allowing freelancers to do something factions can't somewhat defeats the point. You will note, also, that the classifieds page is linked from the factions list, along with the Positions Vacant forum.
