It shows that a level 1 rifleman NPC has a 1 Projectile Weapons skill, whereas level 2 and 3
rifleman have 2 and 3 PW skill respectively. This arises the following question:
Does this refer to XP level, where the PW skill would be automatically upped to
level 2 as soon as it levels up without spending any SP? Or is this like custom NPCs
which would mean it could start with any of the three skill sets chosen randomly?
If you read around the NPC rules, you will find the percentages of finding each the three different starting skill sets of NPCs. The highest level one is about 10% chance.
