short version - What are the rules regarding walls.

I am planing out the design of a city and I had a question. One of my planned big selling points is security. I plan on putting a shield over the city but realize that this will not stop anyone from entering the city cross terrain. So i was thinking that maybe I could put up walls around the city.
I haven't been able to find anything really specific yet.
has anything been implemented yet?
Are gates required?
Well walls prevent people from passing over them. However, if they are in a ship, or repulsor equipped vehicle, they can pass over. Also, they will not prevent cross terrain - people will be able to cross and be around the edge of the city plot, then they can fly over as above. As for gates, presumably they act like normal facilities so long as you are on the crewlist, but thinking about it, I am unsure if you can choose which side to exit on as you always leave in the top left corner for facilities, bar anything being in the way.
Crap .... thanks, I hadn't thought about someone about the repulsor vehicle coming in on the surface and them skimming over the wall. Pretty big thing to overlook.
Oh well, back to the drawing board.
I would still like to find out about this though.
And I'm pretty sure that during some parts of the Empire's reign canonly that Coruscant's shield grid was on constantly. If the shields halted repulsor craft from going from district to district, the planet would have ground to a halt functionally.
These are planetary shields, not campaign shields.
