One wishes to build a station over a planet. PLanet is uncontrolled. Therefore, the station is granted without permission correct? So it would be similar to a city slab being placed on a uncontrolled planet, instantly granted. Or am I wrong?

At a guess, if the planet is uncontrolled, you would need the system owners permission. And if system is uncontrolled, sector controller.

If you are building above a planet you need permission from the planet controller, if you are building elsewhere in a system you need permission from the system controller, if building in deep space you need permission from no one. Once permission is granted you may start construction of the station. 


I don't think that the permission goes to the system if the planet is uncontrolled. Anyone done this before?
