I dunno if there is a questions forum in the white scenario board, but if it does exist I could not find it.

I noticed while reading the 'format and proceedures' thread for setting up a white scenario that a scenario can be denied because the GM's character is participating. Does this mean that GMs can never participate in their own white scenario, or does it only mean that sometimes they can't participate in their white scenario?
