Is there a way to get access to Materials stored in a NPC Facility?

Unless the facility is on the market there is currently no way to gain access, nor is there likely to be any time sooner than combat. Even then certain NPC facilities will likely be given special protection, though probably not random warehouses more like starting cities and points of special interest.
