I just started and I realized I made some very bad decisions that can negatively affect my game play. I kinda jumped the gun on some things. Is it possible for me to somehow just delete this account then create a new to start over again?

Nope, you will need to find someone to arrest/execute you and then you can wait 3 weeks to start again. Or sun, but no-one would let you have a ship to do that.
