Is it only the new govs who have to maintain the 70% initiall membership and other requirements, or does the rule apply to the established ones as well? Do the other requirements apply, like NPC population and capital?

I'm asking because of the GNS post by Enigma shows some govs with fewer than the required NPC population to start a gov.

Leads to my sectond question, can:

“# Your faction controls at least 1 system.
# The population of this system exceeds 100 million inhabitants.  ”


... be a hidden system, or does it have to be public?

NPC population is currently not a requirement. The other requirements yes they have to abide by.

It can be a hidden system, that is what Mandalore just did.

all govs has to follow the 70% rules and the other listed requirements.

NPC population is being discussed if that should be a dissolve-requirement in the leaders area and hopefully it will be.
