If building in deep space/hidden systems isn't regulated by a factional/governmental sources, why is arrest and execute?

And exactly who CAN arrest/execute in deep space/hidden systems?

Government type factions may arrest and execute everyone in their territory. "Territory" are the planets, systems, sectors and space they control

If the group controlling the planet, system or sector is not a government type faction, then the Galactic Government may arrest and execute

If the planet in a hidden system is controlled by a government, they can. Otherwise, if the system is controlled by a government, they can. Otherwise, if the sector is controlled by a government, they can. Otherwise, the GG can.

Just like any normal system.

When referring to Deep Space, since it's impossible to have planet or system control, you only need to look at the sector. Or if outside a sector, then GG.

Security, Bounty Hunter and Mercenary factions may arrest in a Government faction's territory if they are authorized by that Government.

Is it safe to assume that those factions (given proper authorization) can A/E anywhere the GG can, or are they restricted to the "Government faction's territory" as stated in the above quote?

If they are authorised to do so by the GG, then they can arrest anywhere the GG can.
