Hal Breden	If the planet in a hidden system is controlled by a government, they can. Otherwise, if the system is controlled by a government, they can. Otherwise, if the sector is controlled by a government, they can. Otherwise, the GG can. Just like any normal system. When referring to Deep Space, since it's impossible to have planet or system control, you only need to look at the sector. Mozinwrath Blackfrost	(Last A/E question, I promise) “ Security, Bounty Hunter and Mercenary factions may arrest in a Government faction's territory if they are authorized by that Government. - Arrest and Execute ” Is it safe to assume that those factions (given proper authorization) can A/E anywhere the GG can, or are they restricted to the "Government faction's territory" as stated in the above quote?
