I am curious why NPCd characters are allowed to continue sending DMs, or if this is a bug.

Presumably it's the same as the dead sending DMs. DMs are both an IC and OOC tool, and someone shouldn't be kept from accessing them for a week (or whatever) just because they dropped to NPC.
