I have a passenger I'm supposed to drop off, but he has been inactive and doesn't want to leave (and I need to get going).

I've removed him from the crewlist while Docked, I can't find anything in the cockpit.

I've exited the ship and tried Kick Passenger, but it says something about Kicking a Random Passenger, but it won't do it.

So is it possible?

Try Control -> Position

Move to the room the passenger is in, then scroll down below the room map. I think there is a list of passengers there with 'kick' options next to them. It's been awhile, but give it a shot.

you can kick them onto a planet if you are on the ground, or you can kick them onto a station if your docked and they are on the crewlist of the station
