Why does it say, when I am in my faction's power gens. and I am their operator, that I can not modify their power?

I want to combine the power of all 6 PGs (all have >0 power remaining), and I knew that doing this was possible. Has this been removed?

You can't combine other power gens from a secondary one, which is why it says that you can't modify their power in there. Also, you can only combine power if it still has all its power remaining.
