I am unable to destroy roads in a city I am currently building, I am curious if it this is a bug or if there is some restriction I do not know about.

It is. I think the devs synced over a file to fix that - I think thats what they were talking about in #swc-dev anyway.

Should be fixed, otherwise use the bug base; see the link at the bottom of the menu "Bug report form".
