There is a timetable for these things but unfortunately some other things which need to be in place before combat cause unexpected issues of there own.
Just be patient and get a feel for what is here and you may not even bother with combat when/if it does come out.
Another month away - the admins delay the release by a month for each time the question is asked. Currently we're standing at July, 2085 before its released.
And, before anyone says anything, yes it is sarcasm, yes it is a joke.

It's almost entirley up to date, except that escape pods have already been implemented. Green projects are implemented, orange projects are works in progress, red projects are projects that have been delayed, yellow have yet to be discussed, and gray projects are planned but are not being worked on.
EDIT: And is it just me or is repair before escape pods? Did I miss something or did the dev team skip repair and go straight to escape pods?

Combat is already out. Just not in the way you expect.
If you break the a/e (arrest/execute) system down to its specific aspects and definitions, you'll see that combat in the Combine is very real and existing.
However, the combat system that everyone talks about, which is the same combat system that will most likely replace the current combat system (which is a/e) is still a good while away.
But yes, breaking it down into its fundamentals, combat already is here.
That Graph is a Wonderful thing and needs to be Stapled to every new players head so when they ask about combat, they get that explanation Phillip gave...
Aye, we shuffled things around a bit and Escape Pods got done while Repair was still being worked on. We're about 90% done with it. Most of what remains is some validation code then testing and bug fixing. Oh, and writing up the rules page of course.

I'm quite sure that entity weapons do not include hand-held weapons, but only weapons on ships, facilities, etc. There is still no combat though, just weapons that don't do anything.
