Borr Fedick	Am I correct in thinking that outside of a sector in deep space the only people that can arrest are people with Arrest privs of either the arrestees faction, the GG or another faction given A&E privs by the GG?

Cesodevo Avina	Since we're on that subject, I believed myself to be pretty sure about it, but I want to make sure I wasn't wrong: What's the policy on deep space within sectors? So, say, 2 grids next to Coruscant, that is also deep space, would that fall under this scenario as well (meaning, either inner-faction arrest or GG arrest only), or would the government controlling the sector also be able to arrest there?
