From the right hand panel select Character and then across the top, Edit Tobias Storm Profile.
Change the URL to character picture to the url for the image you want to use.

The best way to upload an image is to use Photobucket(.com). They're easy to use and give you lots of features and space for free. Make sure your image is 100x100 pixels, and if you want you can add the Combine frame over it.
