If someone picks up an item, he/she is automatically assigned as carrier and the owner gets the event.

It just means that the item was lying around and that other person picked it up.

That's why you shouldn't just leave things lying around, currently anyone can pick anything up and while they can't 'steal' it (as in make it over to themselves) the legit owner still has to chase them down and kick them in the face to get it back :)
