So i found an shop from my starting location:
Sector: Tapani
System: Yag`Dhul (18, -164)
Planet: Yag-Dhul (10, 8)
City: Yod\'Hall (7, 5)
But When i entered the shop, there was not any npc at all. Should there be, or didn't i just find it? Or maybe yod'hall is a new city?

Unfortunately as a Givin, I'm afraid the shop *doesn't* have an NPC yet, but *should*. (You can't buy things without having the NPC there, unfortunately)

Give us a bit of time, we'll have the problem fixed up :)
