Did the cost of slabbing terrain increase or change?

Slabbing a crater cost 2.3 mil (instead of 1.8) and rock cost 2.0mil (instead of 1.5).

But on another planet, the rock slab only cost 1.5mil (which is the normal cost).

Could the cost be planet related?
