The A/E rules say:
"Governments, Mercenaries, Bounty Hunter and Security factions can issue warrants for arrest and execution against anybody in the galaxy. This is known as Out of Faction Arrest and Execute (OOF A/E)."

Then an example says:
"Acme Inc, an items production faction, controls the planet Tatooine. Acme Inc cannot arrest on the planet, however, they can authorise the mercenary faction Hammer Slammers to arrest on their behalf. Any arrest warrants issued by Hammer Slammers can now be executed from within Acme Inc territory."

Does this mean that having the authority to issue a warrant is different from having the authority to execute a warrant?

In other words, does this mean that Governments, Mercenaries, Bounty Hunter and Security factions can issue warrants against anybody anywhere but they can't execute out-of-faction warrants outside their territory unless authorized by the faction that controls the territory of the person to be arrested?
