OK...this may be a totally off the wall question but...

I have spent hours studying and manipulating all the different creation options and I cannot get the starting social skill points to be applied during creation below fourteen. Is this a bug or something .. is there a way to do so....

If you are saying what I think you are, set the Social skill set to a higher number (1 = max skill points, 5 = min skill points) in the step just before choosing your skills.
