When a character comes off a ban is he allowed to simply drop his character and start fresh? or would i still have to wait three weeks in addition to my ban?

The same death rules apply for anyone, even if banned. If you are unbanned and your character isn't already dead, he/she has to die first (or if you were imprisoned, you have to drop it) and the standard recreation timer applies.

If your character was already dead when you were banned, then the recreation timer should have been running while you were banned.
