I made an account, then I switched computers, forgot my handle, forgot my password, and don't use the same email. Is it okay under these condition just to make a new account?

No, it's never OK to make a second account.

Your best option would be to use the lost password feature to get a new password.

If you don't have access to that email address any more, make a support ticket asking for help (and include the email you used to sign up).
